Financial Advisory Services (GENERAL SEGMENT)

Background

Miami-Dade County, represented by the Office of Management and Budget (OMB), is soliciting proposals from registered municipal advisors to provide municipal advisory services for various revenue debt transactions. This includes services for general obligation, special obligation, public health trust/general obligation, public health trust/sales tax, and transit debt transactions. The goal is to facilitate the issuance of bonds, notes, certificates, or other financing instruments while excluding swaps or derivative products. The contract will cover the General Segment of Municipal Advisory Services, distinct from other segments such as Water & Sewer and Enterprise.

Work Details

The selected Proposer will provide comprehensive municipal advisory services including: - Advising on bond sale methods (competitive or negotiated). - Preparing timetables and distribution lists for bond issues. - Assisting with offering documents preparation. - Verifying bids for competitive sales. - Determining optimal timing for bond issues. - Participating in pricing aspects. - Providing recommendations on bond amounts and structures. - Preparing pre-pricing analyses and post-sale reports. - Assisting with necessary bond legislation and validation processes. - Advising on municipal bond insurance needs. - Managing procurement processes for official statements and related services. - Collaborating with departments to create rating agency presentations. - Attending relevant meetings (e.g., County Mayor’s Finance Committee). - Reviewing debt service schedules and annual reports to bondholders. Additionally, non-bond related services include: - Coordinating visits with rating agencies and investors. - Providing market condition reports. - Advising on short-term financing options like bank loans and commercial paper. - Maintaining a database on the General Segment debt portfolio. - Conducting annual reviews of the debt structure with recommendations for maintaining or upgrading bond ratings.

Period of Performance

The anticipated contract duration is seven years.

Place of Performance

Services will be performed within Miami-Dade County.

Bidder Requirements

Proposers must be registered as Municipal Advisors with both the SEC and MSRB. Subcontractors are not permitted under this solicitation. Joint Ventures must be pre-approved by the Strategic Procurement Department. Proposers must also comply with local business certifications if applicable.
