Background

This Invitation to Quote (ITQ) is issued by the Miami-Dade County Information Technology Department for the purpose of leasing satellite phones for a six-month period during the hurricane season. The goal is to ensure reliable communication capabilities for the County Mayor's Office and the Department of Transportation and Public Works (DTPW) in preparation for potential emergencies.

Work Details

The contract involves the rental of 40 units of Iridium 9555 satellite phones or an equivalent approved by the county, along with a Hurricane Standard Kit. Each kit includes:

Lithium-ion Battery

- AC wall charger - DC car charger - Set of 4 International plugs - External auxiliary antenna - Antenna adapter - Iridium 9505A user manual with laminated Easy Guide user card packed in Nylon - Carry Case. Additionally, each rental kit will include SIM cards activated with six months of Iridium service, providing 10 outgoing minutes and 10 outgoing SMS (text) messages each month, with no rollover. The rental period is specifically from June 1, 2026, to November 30, 2026.

Period of Performance

The contract will commence upon receipt of the Purchase Order and will remain effective until all goods are delivered and/or services are completed and accepted by the County’s authorized representative. The specific rental period for the satellite phones is from June 1, 2026, through November 30, 2026.

Bidder Requirements

Bidders must comply with Section 2-11.1 (t) of the Code of Miami-Dade County regarding a 'Cone of Silence' that is imposed upon issuance of this ITQ after advertisement and terminates at the time a written recommendation is issued. Bidders are also required to submit offers for all items listed in this ITQ; failure to do so may result in rejection of their offer.
