The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Vachi Info Tech Inc for Development and Implementation of Fast Healthcare Interoperability Resources (FHIR) Infrastructure to Support Electronic Health Records (EHR) Data Collection for the National Health Care Surveys. The purpose of this project is to build the necessary FHIR infrastructure at NCHS to support testing of FHIR based interoperability in hospital and ambulatory care settings. To test the infrastructure built, DHCS will select three ambulatory provider groups that are part of the National Health Care Surveys Registry and ask these groups to send test FHIR data. This contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul 6.103-1 (SAP) under the authority of 41 U.S.C. 1901, as implemented in FAR subpart 12.102 This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This initiative aims to support electronic health records (EHR) data collection for the National Health Care Surveys, enhancing the timeliness, volume, and quality of EHR data while modernizing workflows and reducing reporting burdens for healthcare data providers. The project is crucial for transitioning from Clinical Document Architecture (CDA) standards to FHIR, which is essential for interoperability across healthcare systems. Work Details The contractor will design, develop, configure, and securely deploy FHIR endpoints to support pilot testing of standards-based interoperability in ambulatory care settings. Key tasks include: 1. Project management and compliance with CDC’s Enterprise Performance Life Cycle (EPLC). 2. Establishing a FHIR Endpoint (Bulk Submit Notification) and FHIR Bulk Data API, including testing. 3. Attending a kick-off meeting with NCHS and submitting meeting minutes. 4. Provisioning and managing required infrastructure resources including cloud-based hosting services. 5. Implementing security controls compliant with healthcare regulations, including CIPSEA. 6. Providing documentation and staff training for operational sustainability. 7. Conducting functional, performance, interoperability, and security testing prior to production release. Period of Performance The contract will be performed from September 1, 2026 to August 31, 2027. Place of Performance Work may be performed remotely or at the NCHS facility located at 3311 Toledo Road, Hyattsville, MD 20782. Bidder Requirements Bidders must have experience working in a CIPSEA protected environment. All contractor employees must be based in the U.S., possess relevant technical skills in Java, Python, SQL Server, Microsoft Azure Cloud technologies among others, and comply with security clearance requirements as determined by their position sensitivity designation.
