Background USTRANSCOM is seeking innovative commercial solutions under the Specific Area of Interest (AoI) 002: Commercial Partner Analysis and Stability Snapshots (COMPASS). The goal of this contract is to deliver a comprehensive financial report capability that enables deep-dive assessments of commercial transportation partners, thereby assisting the Department of War (DoW) in making critical procurement and logistics decisions. Work Details The contractor is expected to provide a detailed technical proposal that includes: - A cover sheet with AoI name and number, company details, contact information, CAGE code, Unique Entity ID number, business size classification, and socioeconomic status. - A summary of prior and current experience related to Government and non-Government projects. - An overview of the offeror's responsibility and solution viability. - A detailed estimated price breakdown for the proposed solution including optional components. - A technical proposal not exceeding 10 pages that describes the background and objectives of the work, technical approach, deliverables, resources needed, anticipated results, operational issues such as certifications and algorithms, and methodologies to be used. - A Statement of Work (SOW) that outlines the work to be accomplished under the contract. The SOW must include a summary description of technical methodology, task descriptions without excessive detail, contract deliverables, and timelines for deliverables within the proposed period of performance. Period of Performance The geographic location(s) the contract will be performed (if provided). Bidder Requirements Offerors must demonstrate responsibility as per standards. They are required to submit a Non-Traditional Contractor Self-Certification Statement. Additionally, bidders should have relevant experience in providing commercial products or services that meet USTRANSCOM's technical performance requirements.
