The Texas Air National Guard is issuing an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the renovation and retrofit of an existing fuel cell hangar located at the 136th Airlift Wing, Naval Air Station Joint Reserve Base (NASJRB), Fort Worth, Texas. The work to be performed includes, but is not limited to, extension of the existing hangar structure to accommodate a larger aircraft, replacement of the legacy foam fire suppression system with a modern water system, and reconfiguration of the associated internal support, safety, and support systems. Award will be made to the responsive and responsible lowest bidder. See W50S7626BA002 Solicitation document for pre-bid conference/site visit to be held at NASJRB, Fort Worth, Texas. Interested contractors are highly encouraged to attend and shall follow conference registration and access requirements as provided in the solicitation. A site visit will immediately follow the pre-bid conference. Please pay special attention to Sections: Section 00 21 00 (Instructions to Offerors) and Section 00 45 00 (Representations and Certifications). In accordance with FAR Clause 52.228-1 Bid Guarantee, a bid bond is required with the bid. Failure to submit an offer on all items shall result in rejection of the bid. Carrier HVAC chiller system is sole source/brand name specific for compatibility with existing installation systems (noted justification will be included with solicitation).The contract duration will be 545 calendar days after notice to proceed to include inspection and punch list. This project is set-aside 100% for Small Business. The North American Industry Classification System (NAICS) Code is 236220, with a small business size standard of $45,000,000. The magnitude of construction is between $8,000,000 and $13,000,000. This action is being procured as commercial construction in accordance with RFO FAR Part 12 RFO FAR part 14.
Background The Texas Air National Guard is issuing an Invitation for Bids to award a single firm fixed-price contract for the renovation and retrofit of an existing fuel cell hangar located at the 136th Airlift Wing, Naval Air Station Joint Reserve Base (NASJRB), Fort Worth, Texas. The project aims to modify the hangar to accommodate the C-130J aircraft mission, which requires significant structural changes due to the aircraft's larger size compared to its predecessor. The current hangar was originally designed for the C-130H model and does not meet the necessary operational requirements for the C-130J. Work Details The work includes, but is not limited to: 1. Extending the existing hangar structure to accommodate a larger aircraft; 2. Replacing the legacy foam fire suppression system with a modern water-based system; 3. Reconfiguring internal support systems, safety systems, and building support systems to align with current mission requirements; 4. Demolishing existing hangar doors and foundation, constructing a new foundation and structure for an extended hangar bay, and installing new larger hangar doors with associated mechanical, electrical, and control systems.
