Background The Naval Surface Warfare Center, Crane Division (NSWC Crane) is responsible for the repair and maintenance of airborne electronic attack systems. This justification and approval (J&A) is intended to increase the ceiling amount of an existing Indefinite-Delivery Indefinite-Quantity (IDIQ) Basic award with Crane Electronics by $247,453, raising the total from $645,000 to $892,453. The contract supports the repair of power supplies for various Navy Fleet Assets and Foreign Military Sales (FMS) assets. Work Details The contract modification allows for the procurement of test, teardown, and evaluation (TT&E) and repair services for the following power supplies: Weapon Replace Assembly 1 (WRA-1), WRA-9 Power Supply, associated Shop Replaceable Assemblies (SRAs), and Universal Exciter Upgrade (UEU) Power Supply 1 (PS1). These systems are designated as Core Systems under 10 U.S.C. § 2464, requiring organic repair capability. NSWC Crane is established as the organic repair depot; however, this contract addresses repairs that only the Original Equipment Manufacturer (OEM), Crane Electronics Inc., can perform due to their specialized expertise. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The work will be performed at NSWC Crane located in Crane, Indiana, and potentially at Crane Electronics Inc. in Fort Walton Beach, Florida. Bidder Requirements Only Crane Electronics Inc. is deemed capable of fulfilling this requirement due to their proprietary data rights and technical expertise in repairing the specified power supplies. Other sources would face substantial duplication of costs and unacceptable delays in fulfilling agency requirements.
