Summary: Background The General Services Administration (GSA) is procuring General Construction Services for the Armed Forces Retirement Home (AFRH) Sheridan Building Renovation. This project aims to transform the Sheridan Building, an occupied eight-floor facility originally constructed in 1962, into a modern residential facility providing 354 spaces for both independent and assisted living. The renovation is part of a full and open competition to ensure the best value to the government. The facility is located on a historic district recognized by the National Register of Historic Places. Work Details The renovation will include comprehensive construction tasks such as: - Transforming resident rooms to feature kitchenettes, ADA-compliant bathrooms, living spaces, and bedrooms, with unit sizes ranging from approximately 275 to 800 sq. ft. - Executing the project in phases: Area A (Base Bid) focusing on the North portion of the building and Area B (Option) focusing on the South, along with Generator Replacement (Option). - Providing all labor, materials, equipment, tools, utilities, transportation, and services necessary for proper execution of work as described in the contract documents. Period of Performance The Contractor shall commence performance within 1 day after receiving the Notice to Proceed (NTP) and achieve Substantial Completion of the Base Work no later than 655 calendar days from issuance of NTP. Bidder Requirements Bidders must demonstrate experience as a prime General Construction Contractor on three projects substantially completed within the past ten years.
