This synopsis is in accordance with FAR Part 5, Notice of Intent to award a sole source requirement. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and email requests will not be honored. Only one (1) responsible source and no other supplies or services will satisfy agency requirements. The Defense Health Agency (DHA) intends to award a sole source contract to RQI Partners to provide Neonatal Resuscitation Program (NRP) Advanced (1-11) Provider Curriculum, NRP Instructor Candidate Curriculum, and NRP Instructor Renewal Curriculum. Background The Defense Health Agency (DHA) is initiating a contract to provide enterprise-wide neonatal resuscitation training and certification support for eligible healthcare personnel across the Military Health System (MHS). The objective is to support the DHA, J-7 Education and Training Division by providing neonatal resuscitation training for healthcare personnel supporting obstetric and neonatal care, including physicians, nurses, respiratory therapists, and other clinical staff assigned to labor and delivery units, neonatal intensive care units, and newborn care settings within Military Medical Treatment Facilities (MTFs). The required training shall be developed and delivered according to the minimum guidelines established by the American Academy of Pediatrics (AAP) Neonatal Resuscitation Program (NRP), consistent with DHA Procedural Instruction (DHA-PI) 6025.16. Work Details The contractor will provide enterprise-level access to NRP subscription which includes: - Initial training and recertification of eligible healthcare personnel; - Enterprise-wide access and standardized training delivery; - Both online learning and hands-on simulator-based training capabilities; - Centralized tracking, reporting, and management of training completion and certification status; - Scalability, consistency, and compliance with DHA clinical training requirements. The Contractor shall perform Training Based on Minimum AAP NRP Guidelines, Online Learning and Testing Platform, MTF-Based Simulator Training, Enterprise Training Management and Reporting, Implementation and Support, and Scalability and Performance. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The contract will be performed within Military Medical Treatment Facilities (MTFs) across the Military Health System. Bidder Requirements Only one responsible source is identified for this requirement: RQI Partners. No other supplies or services will satisfy agency requirements. There are no additional explicit bidder requirements stated in the solicitation.
