This task order provides knowledge based services to ACC Command, Control, Intelligence, Surveillance and Reconnaissance Division (A3C) primarily supporting the Air Operations Center (AOC), Control and Reporting Center (CRC), Battle Control Center (BCC), Integrated Air and Missile Defense (IAMD), E-7 Wedgetail, Airborne Warning and Control System (AWACS), E-11 Battlefield Airborne Communications Node (BACN), and Airborne Reconnaissance Operations. The objective of this task order is to provide support to ACC/A3C to accomplish the ACC Director of Operations (ACC/A3) responsibility to Organize, Train and Equip the Combat Air Force (CAF).

Background The task order is issued by the ACC Command, Control, Intelligence, Surveillance and Reconnaissance Division (A3C), which supports various Air Operations Centers (AOCs) and is responsible for organizing, training, and equipping the Combat Air Force (CAF). The goal of this contract is to provide knowledge-based services that enhance operational effectiveness and readiness across multiple air operations platforms. Work Details The contractor shall perform a variety of tasks including: 1. **AOC/AFFOR Programming Support**: Assist in Planning, Programming, Budgeting, and Execution (PPBE) processes; liaise with system program offices; provide support for funding reprogramming; participate in strategic planning; assist in budget creation and maintenance; review programmatic documents; advise on AOC processes. 2. **AOC Operations Subject Matter Expert**: Participate in exercises as an SME; advise on AOC processes and doctrine; assist in management of operational concepts. 3. **AOC Testing Subject Matter Expert**: Provide support for AOC systems during testing phases; conduct risk assessments for training programs. 4. **AOC Functional Management**: Provide technical support for effective resource employment; manage scheduling and sourcing of forces; analyze readiness data to identify trends. 5. **AFFOR Training Management**: Develop training programs; maintain Master Training Lists; conduct reviews and assessments of training effectiveness. 6. **Air Component Event Coordination**: Manage conference planning and logistics; develop plans and procedures for events; oversee registration processes. 7. **C2IMERA Operational Analysis & Training Support**: Plan and coordinate C2IMERA training programs; develop metrics to assess training effectiveness. 8. **Airborne Reconnaissance Operations Support**: Provide technical support for RC/WC-135 operations; manage scheduling and validation of forces. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The work will primarily take place at various Air Operations Centers (AOCs) across the United States. Bidder Requirements Bidders must meet the Small Business Set Aside - Total (SBA) requirement. Additionally, contractors must have relevant experience in military operations, possess necessary security clearances, hold applicable professional certifications, and demonstrate qualifications of key personnel involved in the execution of the contract.
