This is a Sources Sought notice for market research purposes only, issued on behalf of the Indian Health Service. This is not a solicitation for proposals or quotations. In accordance with the Buy Indian Act (25 U.S.C. 47), the Federal Acquisition Regulation (FAR), and the HHS Acquisition Regulation (HHSAR), the purpose of this notice is to identify and obtain information from qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of providing reverse pharmacy services for expired pharmaceuticals. See the attached notice for additional information about the required services. Vendors designated as IEE or ISBEE firms who are capable of providing the required services must complete and submit the attached IHS Indian Economic Enterprise (IEE) Representation Form as part of the capability statement submission or proposal submission.

Summary: Background This Sources Sought notice is issued by the Indian Health Service (IHS) Albuquerque Area for market research purposes only. The goal is to identify qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of providing expired pharmaceutical reverse distributor services. This initiative is in accordance with the Buy Indian Act. The information gathered will help determine the appropriate acquisition strategy, prioritizing a set-aside under the Buy Indian Act. Work Details The contractor will provide on-site reverse distribution services for expired, damaged, recalled, unusable, and otherwise non-dispensable pharmaceuticals generated through routine pharmacy operations at the Albuquerque Indian Health Center, Santa Ana Health Center, and Zia Health and Dental Clinic. Key tasks include: 1. Pharmaceutical Inventory Review: Review expired pharmaceuticals identified by Government personnel; verify product information including drug name, NDC number, manufacturer, lot number, expiration date, and quantity; determine manufacturer return eligibility; identify products eligible for credit recovery or requiring destruction; segregate products by manufacturer and disposition category. 2. Controlled Substance Management: Maintain compliance with DEA regulations for Schedule II–V controlled substances; conduct computerized inventories; prepare and process required DEA documentation; generate DEA Form 222 when applicable; maintain complete chain-of-custody records; ensure secure handling throughout the reverse distribution process. 3. On-Site Pharmacy Return Specialist Services: Provide qualified Pharmacy Return Specialists during scheduled service visits to perform inventory reviews, package products according to regulatory requirements, generate shipment documentation, prepare pharmaceuticals for transport to the reverse distribution facility, and coordinate shipment processing and tracking. Bidder Requirements Bidders must be designated as IEE or ISBEE firms capable of providing the required services. They must possess a W-9 form and a DEA license for the transfer of medications and controlled substances.
