Background Federal Prison Industries (FPI), operating under the trade name UNICOR, is a wholly owned Government Corporation within the Department of Justice, established by Congress in 1934. Its mission is to provide employment, education, and training opportunities to inmates under Federal custody. UNICOR operates approximately 80 factories across over 52 locations, producing more than 250 different products and services for other Federal Agencies and the Department of Defense. This solicitation is for eyeglass frames, specifically designed to meet safety standards for use with prescription safety lenses manufactured by UNICOR. Work Details The contract requires the supplier to furnish plastic eyeglass frames without a metal temple core. The specifications include: - FPI-1: Rectangular frame with spring hinge - FPI-2: Round frame with standard hinge Both types must comply with the Standards Institute Impact Resistance Requirements and bear the manufacturer's identification trademark per Z87.1-2020. The frames must be made from pliable material that ensures durability. Each frame type is offered in two colors: Black and Tortoise. A Certificate of Conformance (COC) is required with every shipment. Notification of discontinued products must be provided at least 90 days prior to discontinuance, allowing for customer notification and catalog updates. Inventory of discontinued items may be returned for full credit. Period of Performance The contract will be for a twelve (12) month period with four (4) twelve (12) month option periods. Place of Performance Delivery will be made to UNICOR, Federal Prison Industries, FCI Butner – Medium II, Old NC HWY 75, Butner, NC 27509. Bidder Requirements Offerors must provide samples of each frame type listed in Section B for inspection and review. There is no brand name requirement; references to specific manufacturer part numbers are for reference only. Offerors must state whether the product is manufactured in the United States or outside it, including country of origin if applicable. The contractor shall maintain an adequate inventory of supplies necessary to meet performance requirements at their own expense. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award 15UC0C23D00001123, awarded to Cavender for inmate eyeglass frames (04/28/23–04/27/26) with a value of $79,020. The current requirement for plastic eyeglass frames meeting safety impact standards and supporting prescription safety lenses appears to be a continuation of the same “inmate eyeglass frames” line of effort, with similar frame types and compliance/certification expectations.
