This request for information (RFI) is issued solely for information and planning and does not constitute a request for quote (RFQ) or a promise to issue an RFQ in the future. The Department of War Education Activity (DoWEA) seeks information on how an interested contractor could provide a commercially available, proven platform to administer proposed school choice education voucher program. This program is expected to support approximately 11,000 dependents of military personnel located at US bases/installations. Background The Department of War Education Activity (DoWEA) is seeking information on a commercially available platform to administer a school choice education voucher program for approximately 11,000 dependents of military personnel at US bases/installations. This Request for Information (RFI) is intended for planning purposes and does not guarantee a future request for quote (RFQ). Work Details The contractor will provide a proven platform that includes the following capabilities: automated archiving of communications to support eDiscovery and compliance with Section 508 accessibility; a transparent framework for AI/ML models used in fraud detection; and mechanisms for user engagement and satisfaction. Interested parties are requested to describe their proposed solution's technical capability, product effectiveness, operational capacity, financial strength, security compliance, onboarding and training processes, and uniqueness contributing to program success. Additionally, bidders should provide a non-binding price estimate for a base year and four option years. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The services will be performed at US bases/installations where military personnel dependents are located.
