School District U-46 is seeking proposals from qualified firms to provide unemployment compensation representation and consulting services for a large public-sector workforce. Work Details

The contractor will provide full-service unemployment claims management, including: - Timely receipt, review, and processing of all unemployment claims filed against the District. - Preparation and submission of all required responses to the Illinois Department of Employment Security (IDES) within statutory deadlines. - Monitoring and tracking of claim status throughout the adjudication process. - Identification and documentation of separation issues that may affect claim eligibility. - Maintenance of complete claim files and supporting documentation. - Compliance expertise in IDES laws and ongoing monitoring of changes affecting public-sector employers. - Hearing preparation including review and analysis of claim documentation, coordination with District personnel for evidence gathering, and development of hearing strategies. - Provision of a live representative for all IDES hearings, appeals, and administrative proceedings with post-hearing follow-up. - Regular communication regarding claim activity, hearing schedules, outcomes, and emerging issues.

Period of Performance

The term of this Agreement shall commence on the date of the U-46 Board’s approval or upon notice of award by the District (whichever occurs first) and end one year thereafter. There may be up to two additional one-year extensions if agreed upon by both parties.

Place of Performance

Services will be performed primarily at locations designated by School District U-46 within its operational boundaries in Elgin, Illinois.

Bidder Requirements

Bidders must demonstrate significant experience providing comprehensive unemployment claims administration services for large public-sector employers. They must possess extensive knowledge of Illinois unemployment compensation laws and IDES regulations. Additionally, bidders are required to provide proof of insurance coverage including: - Commercial General Liability Insurance ($1 million per occurrence) - Business Automobile Liability Insurance ($1 million) - Workers Compensation Insurance ($500,000) - Umbrella or Excess Liability Insurance ($10 million).
