Clearfield Civic & Town Center Vision and Implementation Plan

Background

Clearfield City is seeking a qualified consultant or consultant team to create a Civic & Town Center Vision and Implementation Plan focused on the Clearfield Town Square site and surrounding civic core. The project aims to establish a clear vision, conceptual design framework, activation strategy, and implementation plan for a vibrant gathering place that serves as the civic heart of the community and a catalyst for activity, investment, and placemaking within Downtown Clearfield. The City envisions this area becoming the primary destination for residents and visitors while supporting surrounding commercial and civic development.

Work Details

The consultant will be responsible for developing a Civic & Town Center Vision and Implementation Plan that includes: 1) Evaluation of the redevelopment potential of approximately 10 acres; 2) Creation of a vision for flexible civic gathering spaces; 3) Establishment of frameworks for recreation-based placemaking; 4) Identification of opportunities for civic open spaces, plazas, event spaces, performance spaces, and recreation-oriented amenities; 5) Exploration of complementary commercial uses; 6) Development of a phased implementation strategy including projects, partnerships, funding opportunities, operational considerations, and priority actions. The final deliverables must include an executive summary, conceptual site plans, programming strategies, operations framework, public engagement summary, and recommendations for policy modifications necessary to support implementation.

Period of Performance

The contract is expected to be performed from June 15, 2026 (issuance date) until the completion of the plan development process with proposals due by July 7, 2026.

Place of Performance

The work will be performed in Clearfield City, Utah, specifically focusing on the Clearfield Town Square site and surrounding civic core.

Bidder Requirements

Consultants must demonstrate experience in land use planning, economic development, financing commercial projects, landscape architecture, and collaborative planning efforts. They should also have the capability to maintain insurance coverage including general liability insurance with limits not less than $2 million per occurrence and $3 million aggregate.
