Background
The Commonwealth of Pennsylvania, Department of Corrections, is seeking guardianship services for inmates housed in its facilities who have been adjudicated as incapacitated by the courts. The goal of this contract is to provide healthcare-related guardianship services to these inmates, ensuring their specific needs are met in a professional and ethical manner.
Work Details
The Offeror will provide guardianship services limited to healthcare matters as determined by the courts. This includes: - Customizing guardianships to meet the specific needs of each incapacitated inmate. - Executing and performing all services with strict accountability and supervision. - Participating in hearings or legal proceedings related to guardianship. - Beginning guardianship services immediately upon court order. - Performing timely guardianship duties as needed or assigned by the court. - Conducting monthly face-to-face visits with each inmate. - Communicating with the Department regarding inmate issues and medical concerns, ensuring staff availability for crises at any time. - Maintaining individual inmate files documenting all activities and ensuring confidentiality for a minimum of five years post-guardianship termination. - Filing annual reports to the applicable court for all inmate guardianships served under this contract and forwarding copies to the Department.
Period of Performance
This is a one-year contract with an option for four one-year renewals, subject to mutual agreement on pricing adjustments at renewal.
Place of Performance
Guardianship services will be provided across all Department correctional facilities throughout Pennsylvania, with options for virtual service delivery.
Bidder Requirements
The Offeror must have three years of experience providing guardianship services and submit verification with their bid. They must comply with Executive Order 2021-06, upload a signed Worker Protection and Investment Certification form, and a signed Business Associate Agreement for HIPAA compliance. Additionally, resumes of key personnel including copies of guardianship certifications must be provided. Guardians must be certified by the National Guardianship Association and possess FBI and State Police clearances.
