The New York State Urban Development Corporation, doing business as Empire State Development (ESD), aims to promote a vigorous and growing state economy, encourage business investment and job creation, and support diverse local economies across New York State. This Request for Proposals (RFP) seeks to procure Fiber Optic Network Asset Management Software for ConnectALL, which is constructing a new fiber optic network of over 570 route miles with 13 regeneration locations. The goal is to establish a contract with a qualified firm that can provide comprehensive software solutions for managing ConnectALL’s fiber optic network assets.
The Contractor shall deliver a fiber optic network asset management software system that includes:
Initial creation and updating of network records until internal personnel are hired.
Maintenance and operation of the software during the initial deployment phase.
Ensuring full transferability of the software and data to ConnectALL. - Comprehensive training sessions for ConnectALL staff, including documentation covering routine maintenance. The Software must manage all planned and future assets including IRU and leased dark fiber assets, underground/aerial fiber cables, splices, conduits, utility poles, cabinets, towers, etc. It should support secure cloud hosting, mobile applications, workflow management, active network management, and integration with major OSS/BSS/NMS providers. Specific features include: - Support for inventory and connectivity of existing network assets. - Capability for planning, engineering design, analysis, maintenance of OSP facility networks. - Work order integration for asset records management. - Field automation capabilities. - Digital image management for asset imagery. - Tools for enterprise sharing of network information. - Querying capabilities for asset details.
The contract is anticipated to start following the selection process after July 7, 2026.
The services will be performed in New York State as part of the ConnectALL project.
Respondents must comply with MWBE and SDVOB participation goals; however, there are no specific set-aside goals stated in this RFP. Respondents must also complete various certifications including Non-Collusive Bidding Certification and Conflict of Interest Attestation as part of their proposal submission.
