The City of Raleigh, North Carolina, through its Raleigh Water department, is issuing this solicitation for the Little Creek Resource Recovery Facility Rehabilitation & Replacement Contract 2. The project aims to enhance the facility's operational efficiency and reliability by replacing outdated equipment and systems as part of the city's commitment to maintaining high standards in water resource management.
The contract includes the following major items: - Replacement of disc aerators and drive, valves, gates, denitrification pump, and guiderails in the oxidation ditch. - Replacement of an aerator for the jet mixing system in the waste sludge day tank and replacement in-kind of an existing sludge pump. - Installation of new sludge piping to connect the waste sludge day tank to truck loadout. - Replacement of chemical feed and storage systems including bulk storage tanks and piping, recirculation pump, chemical metering pumps, a new eyewash station with associated tepid water piping and instantaneous water heater. - Installation of a jet aeration system with associated piping, pumps, and blowers in Equalization Tank No. 1. - Installation of mixed liquor and RAS piping connecting Equalization Tank No. 1 to the clarifier distribution box. - Installation of drain lines from secondary clarifiers to headworks. - Installation of a precast meter vault on the WAS line. - Installation of new electrically actuated valves on the WAS line. - Demolition of electrical equipment in the operations building's electrical room. - Installation of a precast concrete electrical building with a new transformer and associated ductbank for new equipment. - Associated instrumentation for new equipment. Alternative bid items include options for different manufacturers for Orbal aeration equipment and submersible pumps.
The contract work is expected to commence upon award and will be performed over a specified duration as outlined in the bid proposal form.
The work will be performed at the Little Creek Resource Recovery Facility located at 1419 NC-39, Zebulon, NC 27597. Related sites include Neuse River Resource Recovery Facility at 8500 Battle Bridge Road, Raleigh, NC 27610.
Bidders must provide evidence of licensure to perform work as required by North Carolina General Statute Chapter 87. Additionally, bidders are encouraged to include participation from certified Minority and Woman-Owned Business Enterprises (MWBE), with a goal to subcontract at least fifteen percent (15%) of the contract amount to MWBEs on projects exceeding $300,000 or involving $100,000 or more in state funding.
