Background

The City of Raleigh (COR) is soliciting proposals for the preparation and delivery of a written exam and virtual assessment center for the rank of Lieutenant within the Raleigh Fire Department (RFD). The RFD aims to conduct these assessments twice each year to ensure that qualified candidates are promoted within the department. Work Details

The awarded contractor will be responsible for: 1. **Written Exam**: - Design a 100-question exam based on provided study materials, ensuring all questions are equally weighted. - Administer the exam using an Apperson Datalink 1200 scanner. - Provide triplicate answer sheets referencing text and page numbers for scoring. - Assist in defending any appeals or grievances related to the exam. - Deliver all testing materials to the designated address at least two weeks prior to the exam date. 2. **Virtual Assessment Center**: - Develop and coordinate a virtual practical assessment center with RFD personnel, anticipating up to 50 candidates. - Conduct an informational seminar with a Candidate Orientation Guide provided 21 days before assessments. - Supply qualified assessors familiar with virtual assessments from outside North Carolina. - Facilitate assessment activities, including tactical exercises designed in collaboration with RFD personnel. - Score and document the entire assessment process, providing final scores in an Excel spreadsheet.

Period of Performance

The contract will be effective upon award and will cover multiple assessment cycles over a period of time as specified in the final contract agreement.

The services will primarily be performed in Raleigh, North Carolina, specifically at designated locations provided by the City for testing and assessment activities.
