Background

The State of Oregon, through its Department of Environmental Quality, is issuing this Request for Proposals (RFP) for an Online Training Content Subscription. The Agency's mission is to enhance the quality of Oregon's air, water, and land while providing health and safety support to its staff. This RFP focuses on obtaining a licensing agreement for a comprehensive online safety and workplace learning content library that integrates with the Agency's existing Learning Management System (LMS), Workday. The goal is to ensure that all training content meets OSHA requirements and supports an inclusive learning environment.

Work Details

The contractor will provide a downloadable library of SCORM-compliant safety training courses covering various workplace safety topics. Minimum course topics include:

Bloodborne Pathogens

- Hazard Communication (HazCom)

Driver Safety

- Personal Protective Equipment (PPE)

Office Safety

- Ergonomics. Additionally, preferred expanded training content should cover:

Electrical Safety

- Ergonomics (advanced topics) - Accessibility and Inclusion (including ADA awareness) - DEIB-aligned content such as bias awareness and respectful workplace communication. All course content must be ADA-accessible and meet WCAG 2.1 AA standards.

Period of Performance

The initial term of the contract is anticipated to be two years with options to renew for up to a cumulative total of five years.

Place of Performance

The services will be performed in Oregon as specified by the Agency's needs.

Bidder Requirements

Proposers must comply with Oregon Tax Laws and submit a signed Proposer Information and Certification Sheet. They are encouraged to participate in certified small business programs as defined by the Oregon Certification Office for Business Inclusion and Diversity (COBID). Proposers must also demonstrate compliance with insurance requirements as specified in the RFP.
