Background

The City of Pasco, Washington, Parks & Recreation Department is seeking proposals from qualified organizations, nonprofits, or private operators to manage and operate two complementary City-owned programs starting in 2027: the Pasco Farmers Market and the Pasco Specialty Kitchen. The Farmers Market is a seasonal outdoor market held Saturdays from May through October at Peanuts Park. The Specialty Kitchen serves as a certified commercial kitchen incubator for local food entrepreneurs.

Work Details

The selected Contractor will be responsible for all aspects of management and operations of both programs. For the Pasco Farmers Market, responsibilities include: overall program management, vendor recruitment and management, site setup and operations, marketing outreach, community engagement, programming and special events, financial management, and health and safety compliance. For the Pasco Specialty Kitchen, responsibilities include facility administration and management, client recruitment and onboarding, facility maintenance and equipment management, regulatory compliance, and programming for business development and incubator services. The Contractor is encouraged to develop synergies between both programs to enhance community engagement and economic activity.

Period of Performance

The contract will commence in 2027 with an initial duration of one year and two optional one-year renewals for a total potential term of up to three years.

Place of Performance

The services will be performed at Peanuts Park (426 W. Lewis Street) for the Farmers Market and at the Pasco Specialty Kitchen (110 S 4th Ave) in Pasco, Washington.

Bidder Requirements

Contractors must possess all applicable business licenses required to operate in Washington State. They should have a minimum of three to five years of relevant experience in areas such as farmers market management or commercial kitchen operations. Contractors must demonstrate operational capacity to manage similar programs independently and have knowledge of applicable regulations including food safety requirements.
