Hesed House Parking Lot Repaving Project

Background

Public Action to Deliver Shelter, Inc. dba Hesed House is a homeless shelter whose mission is to feed the hungry, clothe the naked, and shelter the homeless. The organization has received funding from the Department of Housing and Urban Development (HUD) and the City of Aurora to expand the Family Shelter to the entire 1st floor at 659 South River Street, which covers an area of approximately 8,100 square feet. The project aims to enhance services while minimizing disruption to ongoing operations at this facility, which operates year-round.

Work Details

The project includes repaving the entire lower-level parking lot located at 659 S. River St, Aurora, IL. Specific tasks include: - Obtaining all necessary city permits - Sawcutting/grinding existing asphalt and curbs for removal or repair - Adjusting storm structures - Replacing damaged curb portions and gutters - Milling existing asphalt at a minimum depth of 2 inches over approximately 38,000 square feet - Providing a 2-inch overlay asphalt pavement - Excavating as needed at a minimum depth of 4 inches over approximately 5,800 square feet - Providing a 4-inch overlay asphalt pavement - Replacing one speed bump - Restriping the lot according to State of Illinois specifications. The restriping will include approximately 800 linear feet of 4-inch lines, designated 'NO PARKING' areas, white arrows, ADA symbols, hash areas, and marking for 80 parking stalls.

Period of Performance

The project is expected to commence after contract award on July 10, 2026, with a completion deadline set for September 15, 2026.

Bidder Requirements

Bidders must comply with federal regulations including Davis-Bacon Act requirements. Contractors must provide sufficient proof of liability and workers' compensation insurance coverage. A bid bond or certified check for 5% of the bid price is required upon submission. A performance and payment bond for 100% of the contract price will be required from the successful bidder. Minority-owned, women-owned, and disabled-owned contractors are encouraged to submit bids.
