Sealed bids are being accepted for the Railway Development for South Industrial Park in partnership with Owens Corning. Bids must be submitted to the City Clerk of Prattville in the Council Chambers at City Hall until 2:00 p.m. on Tuesday, July 14, 2026, where they will be publicly opened and read aloud. The work involves constructing rail according to the Owens Corning Contract #8, including ballast, ties, and rail for a greenfield manufacturing site as per the provided drawing plan set. Bidders must submit their proposals on the original documents provided by IMEG Engineering Group. Bid documents, including drawings and specifications, can be requested by emailing Nick Schiavone at Nick.Schiavone@owenscorning.com with the subject line 'Owens Corning Railway Development Package'. Note that these documents are the only ones endorsed by the company and will not be distributed later than 24 hours before the bid opening. Any requests for information (RFIs) must be sent to Gregory Boschert at Gregory.Boschert@owenscorning.com by June 26, 2026, at 5:00 p.m. EST. Responses to RFIs will be provided by July 6, 2026, at 5:00 p.m. EST. Inquiries via telephone or fax will not be accepted. Bidders must be qualified and authorized by CSX Transportation to perform work affecting their infrastructure. Documentation proving this qualification must be included with the bid. The City reserves the right to verify qualifications with CSX. Bids from unqualified contractors will be deemed non-responsive. The successful bidder must maintain CSX qualifications throughout the project. Use of subcontractors for railroad work is limited to those who also meet these requirements. A certified check or bid bond of at least 5% of the bid amount, not exceeding $10,000, must accompany each proposal as a guarantee of contract execution within 14 days of award notification. A 100% performance bond and a 50% payment bond will also be required from the successful bidder. Contractors must apply for and pay all permit fees and hold a valid business license in Prattville. Bidders must be licensed as Contractors in Alabama and provide evidence of such with their bid. The City of Prattville is an equal opportunity employer. Bidders must comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. The City reserves the right to reject any or all bids and to disregard minor irregularities. No bidder may withdraw their bid within ninety days of the submission date. Bids must be submitted in a sealed envelope addressed to City of Prattville, Attn: Paula G. Barlow, City Clerk, 101 West Main Street, Prattville, AL 36067, clearly marked with the bidder's name, license number, expiration date, category, address, and project name.
