Comprehensive Item Banking Software Solution

Background

The New York State Unified Court System (UCS) aims to deliver equal justice and ensure fair resolution of court matters. The Office of Court Administration (OCA) Division of Human Resources supports UCS by providing personnel services, including recruitment and examination development. To enhance its examination capabilities, UCS seeks a comprehensive item banking software solution for managing assessment items used in hiring and promotional processes.

Work Details

The contractor will provide a cloud-hosted item banking software solution that includes: - Secure creation, review, storage, organization, and management of employment examination content; - Collaborative item development; - Workflow management; - Test assembly; - Version control; - Reporting; and - Administrative functions. The system must incorporate robust security controls and role-based access to protect sensitive data. Implementation services, system configuration, user training, ongoing technical support, and software maintenance are also required.

Period of Performance

The contract is expected to commence on or about October 1, 2026, with an initial term of five years ending on or about September 30, 2031.

Place of Performance

The services will be performed within the continental United States (CONUS), ensuring data sovereignty.

Bidder Requirements

Bidders must have at least three years of experience in providing item banking or assessment management systems. They must have completed at least two similar implementations and demonstrate financial stability through acceptable documentation. The proposed solution must meet FedRAMP Moderate or High Impact Level Security Controls and support cloud-based deployment.
