Electrical Switchgear Testing at Wende CF and Partial Discharge Testing at Groveland CF

Scope of Work

The contract involves the following key tasks: - Testing, maintenance, and partial discharge testing of 15kV vacuum circuit breakers, protective relays, transfer switches, facility transformers, battery banks and chargers, and analog metering systems. - Visual inspections of electrical distribution systems across multiple facility buildings. - Provision and operation of portable generators to ensure uninterrupted critical facility operations during scheduled outages. - Support for outage coordination and temporary power connection. - Installation of UL-listed infrared windows in incoming switchgear. - Delivery of Arc Flash Safety Awareness Training in compliance with OSHA and NFPA 70E (2024). - Provision of Portable Generator Connection Training for facility personnel.

Requesting Entity

This opportunity is specifically for New York State (NYS) certified Service-Disabled Veteran-Owned Businesses (SDVOB) to partner as subcontractors for Partial Discharge Testing at Groveland Correctional Facility (CF).

Background

The facilities are powered by two (2) incoming 13.2kV utility electrical services. The incoming switchboard is equipped with vacuum circuit breakers and protective relays. Backup power is supplied by two (2) 13.2kV generators, with the generator switchboard also featuring vacuum circuit breakers, protective relays, and meters. Additional infrastructure includes pad-mounted switchgear, transfer switches, and electrical manholes at various locations.

Contract Requirements

All work must be performed by a New York State Registered Professional Electrical Engineer and in accordance with all applicable standards.
