Internet Point and Insurance Reduction Program Monitoring

Background

The New York State Department of Motor Vehicles (DMV) is seeking bids for a contract to develop, implement, and administer a program to monitor the activities of accident prevention courses delivered through Alternative Delivery Methods (ADM), specifically the Internet Point and Insurance Reduction Program (I-PIRP). This initiative is authorized under Article 12-C of the NYS Vehicle and Traffic Law, which allows DMV to assess the delivery of the NYS Motor Vehicle Accident Prevention Course.

Work Details

The contractor will be responsible for: 1. Developing, implementing, and administering a monitoring program for I-PIRP courses. 2. Ensuring that each approved I-PIRP course is monitored at least twice monthly. 3. Providing monitors with necessary training and resources, including DMV-approved reference materials. 4. Maintaining a physical office in New York State staffed during business hours. 5. Hiring and training monitors who meet specific qualifications, including background checks and language proficiency. 6. Submitting monitoring reports electronically within specified timeframes and maintaining records of all monitoring activities.

Period of Performance

The contract will commence upon execution by the Office of the New York State Comptroller and will last for three years, with an option for DMV to extend it for up to two additional years.

Place of Performance

The services will be performed in New York State, where the contractor must maintain a physical office.

Bidder Requirements

Bidders must be licensed as a private investigator firm in New York State prior to commencing services. They must also comply with specific minority/women-owned business enterprise (MWBE) goals:
