Official public notice is hereby given that the Walker County Commission will receive sealed bids for the construction of the Gibson Hill Road Bridge Replacement. Bids should be submitted to the Walker County Commission at 1801 3rd Avenue South, Jasper, Alabama 35501 to the attention of the Commission Chairman Mr. Steve Miller. Bids will be received until 10:00 a.m. on July 14, 2026, and at that time publicly opened and read aloud.
This project proposes replacing the 13-ton load posted structurally deficient bridge on Gibson Hill Road over Frost Creek. The existing bridge is 47' long and 21' wide. The proposed improvements would be to install a 65' single span voided box beam bridge over Frost Creek. The proposed bridge would be 24' wide with steel beam guardrails at the bridge approaches. The principal work items include 4,767 pounds of Steel Reinforcement (Grade 60), 20 each Pile Points (Type A, 12 ), 410 linear feet of Steel Piling (12x53), 33 cubic yards of Bridge Substructure Concrete, 134 linear feet of Bridge Barrier Rail, Type 36 Single Slope, 6 each Prestressed Concrete Span Sections, as well as miscellaneous Traffic Control, Erosion Control, Earthwork, and Paving items. The project shall be completed in 110 total working days. Liquidated damages in the sum of $500.00 for each working day will be assessed for projects over the project completion time. There will not be a pre-bid meeting for this project. All bidders must have a current Alabama General Contractors license and shall be qualified for the type of work specified. Plans and specifications may be examined at the following location: EEFS Company, PC 1930 2nd Ave N, Suite 150, Bessemer, AL 35020. To submit a bid, a complete set of bid documents MUST be obtained from EEFS Company, PC. Bid Documents may be obtained from EEFS Company, PC, the Engineer upon deposit of $125 per set, which will be refunded in full on the first set issued to each general contract bidder submitting a bonafide bid, upon return of documents in good condition within ten days of the bid date. Checks should be made payable to EEFS Company, P.C. Other sets for general contractors, and sets for subcontractors and dealers, may be obtained with the same deposit, which will be refunded as above, less cost of printing, reproduction, handling, and distribution. Bid Documents must be picked up no later than 24 hours prior to the bid opening. A cashier's check or bid bond payable to Walker County Commission in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal along with Non-Collusion Affidavit. A One Hundred Percent (100 %) Performance Bond and a One Hundred Percent (100 %) Payment Bond and evidence of insurance required in the bid documents will be required at the signing of the Contract. This project is considered a Public Works project and is governed by competitive bid laws as contained in Title 39 of the Alabama Code. Bidders, subcontractors, suppliers, and Bond Agents should be familiar with this code. All general contractor bidders must be ALDOT certified. Bids must be submitted on proposal forms furnished by the Engineer or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner's judgment, the best interests of the Owner will thereby be promoted. Nonresident bidders must accompany any written bid documents with a written opinion of an attorney at law licensed to practice law in such nonresident bidder's state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.
