Sealed bids for Phases 4 and 5 of the LSLR and Water Meter Project will be received at the City of Shelley City Hall, 101 S. Emerson Ave., Shelley, Idaho until Tuesday, July 7th, 2026 at 2:00 PM, after which the bids will be publicly opened and read aloud. Digital copies of the contract documents may be obtained starting Monday, June 15th, 2026 at the office of the engineer in Rexburg upon payment of $25.00 for each set, which is non-refundable. Interested bidders should email Eva Wright at ewright@forsgren.com to be added to the Plan Holders list. Acknowledgment on the plan holders list is mandatory for all bidders. The contract documents can be examined at the office of Forsgren, An Apex Company located at 1137 Summers Dr., Rexburg, Idaho 83440, and at the City of Shelley City Shop at 155 E. Pine Street, Shelley, Idaho 83274. The contact for the engineer is Austin Watts (awatts@forsgren.com) and for the City of Shelley, it is Justin Johnson (Public Works Director). The work involves the installation of new water meter pits, replacing lead-containing goosenecks and corp stops with updated saddles, and replacing both public and private galvanized service lines with updated poly pipe. The project also includes installing isolation valves and replacing any disturbed asphalt, curb and gutter, sidewalk, sod, landscaping, and other features. Trenchless methods are preferred unless otherwise specified. A pre-bid conference will be held on Wednesday, June 24th, 2026 at 2:00 PM at the City of Shelley City Hall. Attendance is recommended for all bidders. Each proposal must be submitted on the prescribed form and accompanied by a Bid Bond in the form of a certified cashier's check or a corporate bid bond executed on the prescribed form, payable to the City of Shelley, Idaho, in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish performance and payment bonds in an amount not less than 100% of the contract price. Bids should be sealed and addressed to the City of Shelley, Idaho, and delivered or mailed to 101 S. Emerson Ave., Shelley, ID, 83274. The envelope must be marked with the name and address of the bidder and include the words Bid for, followed by the title of the contract documents and the date and hour of the bid opening. All bidders are required to comply with federal and state employment conditions, including Executive Order No. 11246 regarding equal employment opportunities. Qualified small, minority, and women-owned businesses are encouraged to submit bids. This project is funded through the Idaho Drinking Water State Revolving Funds and is subject to Idaho Public Works Licensing requirements, federal wage decisions, and the Build America Buy America Act.
