Background

The City of Lubbock is soliciting Statements of Qualifications (SOQs) from qualified engineering firms to provide professional engineering, planning, design, permitting, construction-phase services, and alternative delivery for the Water Treatment Plant (WTP) Lake 7 Supply Project. The City is pursuing a permit for this project with the Army Corps of Engineers and has secured a water rights permit with the Texas Commission of Environmental Quality. The goal is to fully utilize and treat the new water supply by the end of 2032.

Work Details

The selected firm will deliver a comprehensive scope of services including: - Water quality study - Full design delivery of an integrated treatment process utilizing the existing North Water Treatment Plant site - Process engineering and treatment optimization - Design of new WTP facilities integrating into the existing North Water Treatment Process - Structural, mechanical, electrical, and instrumentation & control (I&C) design - SCADA and automation design - Permitting and regulatory coordination with TCEQ, EPA, and Corps of Engineers - Startup, commissioning, and operator training - Construction phase services and resident project representation - Coordination with Lubbock’s selected Program Manager and any other consulting team as needed. Additional supporting disciplines include surveying and mapping, environmental permitting and NEPA documentation, utility coordination, project management and scheduling, quality control, and public outreach support.

Period of Performance

The contract will be performed over a timeline aiming for full utilization of the new water supply by the end of 2032.

Bidder Requirements

Firms must demonstrate a minimum of twenty (20) years of experience in WTP engineering; successful completion of five (5) similar projects within the last 30 years; Texas-licensed Professional Engineers (PEs) in relevant disciplines; familiarity with all Federal, State, and Local laws; adequate staffing; financial stability; insurance coverage; no statement of fees for specific scope included in submittal.
