Phase 2 Environmental Site Assessment for SPRING Building at Finger Lakes Community College

Background

The County of Ontario is requesting proposals for RFP# RFP-26-006 for a Phase 2 Environmental Site Assessment for the SPRING Building at Finger Lakes Community College (FLCC). The SPRING project aims to construct a new greenhouse and an attached office and lab building on the FLCC campus. This project involves the demolition of three existing buildings and substantial site work, including around the existing FLCC Grounds Barn and vehicle fueling area. The goal of this contract is to design and implement a sampling and testing program to assess hazardous materials present in the buildings and site, which will inform future construction activities.

Work Details

The contractor will conduct a Phase II Environmental Study and Pre-Demolition Hazardous Building Materials Survey. The work includes: 1. **Phase II Site Investigation**: Conducting environmental sampling of soil, groundwater, and other media to identify hazardous materials such as asbestos, lead, PCB-containing materials, petroleum in soil or groundwater, solvents or degreasers, and other hazardous materials recommended by the consultant based on their expertise. 2. **Hazardous Building Materials Survey**: A comprehensive survey of three structures to evaluate interior and exterior building materials for hazardous substances. 3. **Laboratory Testing**: All samples collected will be analyzed at a certified laboratory. 4. **Interpretation and Recommendations**: Providing recommendations based on laboratory results regarding demolition planning, material handling, disposal implications, and future construction considerations. 5. **Additional Services as Needed**: Supporting remediation planning if required. Deliverables include a final report documenting findings with sampling documentation, laboratory results, interpretations, GIS datasets of sampling locations, and regulatory standards.

Period of Performance

The contract is expected to begin upon award in August 2026 and will last for one year with potential extensions.

Place of Performance

The work will be performed at Finger Lakes Community College located at 3325 Marvin Sands Drive, Canandaigua, NY 14424.

Bidder Requirements

Bidders must demonstrate relevant experience in environmental assessments over the last 3-5 years, including designing sampling programs for hazardous materials and working with design professionals on demolition specifications. Bidders must also provide proof of insurance as per Ontario County's requirements.
