Background The California Army National Guard (CAARNG) Region IX Homeland Response Force (HRF) is tasked with enhancing domestic contingency readiness through training exercises. The goal of this contract is to provide services that support these training exercises, ensuring compliance with regulatory requirements and effective skills implementation. Work Details The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform an on-personal services contract for Supported Collective Training Exercise (SCTE). This includes managing contractor role players, providing moulage/clothing, weighted manikins, simulants (Glo Germ), a lumber package, real-world medical support (2 ambulances), and resetting the Structural Collapse Venue Site (SCVS) (Rubble Pile). The contractor must implement cost-saving measures without degrading mission capability. The services are essential for simulating real-world conditions during training events to enhance the realism and interaction necessary for effective training. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The services will be performed in California as part of the California Army National Guard's training exercises. Bidder Requirements Bidders must be Service Disabled Veteran Owned Small Businesses (SDVOSB). They are required to demonstrate their technical approach, management capabilities, staffing plans, and quality control measures. Additionally, bidders must provide references for past performance on similar services.
