East Mount & Forest Park Cemetery Mowing

Background

The City of Greenville Parks and Recreation Department is seeking sealed bids for annual cemetery mowing and grounds maintenance services for two locations: East Mount Cemetery located at 1600 Marshall Street, Greenville, Texas 75401, and Forest Park Cemetery at 5605 Bus. Highway 69 South, Greenville, Texas 75402. The goal of this contract is to ensure the upkeep and maintenance of these cemetery grounds in a manner that reflects the respect and dignity owed to those interred there.

Work Details

The contractor will be responsible for providing comprehensive cemetery mowing and grounds maintenance services which include: 1. **Maintenance Cycle**: A total of thirty-eight (38) service cycles per year with specific cycles allocated per month (e.g., 1 cycle in January, up to 5 cycles in May). 2. **General Service Expectations**: Complete servicing at least once every seven (7) days during active cycles; each cycle must be completed within five (5) working days. 3. **Trash Removal**: Removal of litter, trash, fallen tree limbs, and debris; emptying public trash receptacles. 4. **Mowing and Trimming**: Mowing all turf areas to maintain grass height between 1.5 inches and 3 inches; collection of grass clippings; trimming around structures. 5. **Leaf and Vegetation Removal**: Removal of fallen leaves and vegetative debris from all areas. 6. **Tree, Shrub, and Chemical Work**: Pruning trees over eighteen (18) inches in diameter; application of growth regulators or herbicides only with prior City approval by a licensed applicator. 7. **Performance Standards**: All work must meet specified standards with immediate reporting of any damage caused during operations.

Period of Performance

The contract will commence upon award and is expected to cover the fiscal year from June 30, 2026, through June 30, 2027.

Place of Performance

Services will be performed at East Mount Cemetery located at 1600 Marshall Street, Greenville, Texas 75401, and Forest Park Cemetery located at 5605 Bus. Highway 69 South, Greenville, Texas 75402.

Bidder Requirements

Bidders must provide evidence of insurance coverage including general liability insurance ($1M per occurrence), workers' compensation insurance as required by law, and commercial automobile liability insurance ($1M). Bidders are also required to submit a complete bid package including a Bid Pricing Form, Supplemental Bid Submittal Form, equipment list, company structure information, staffing details for the contract, work plan or capacity statement addressing quality control procedures, five commercial references for similar work performed (preferably cemetery-related), chemical applicator license information if applicable, and subcontractor disclosure if any portion of the work will be subcontracted.
