Background

The New York State Unified Court System (UCS) is committed to delivering equal justice and ensuring fair resolution of court matters. The UCS Office of Court Administration's Division of Grants, Contracts & Procurement is issuing this Request for Proposals (RFP) to provide firearm intervention services in Queens County. This initiative is part of the Empowerment Through Wellness to Prevent Gun Violence Initiative, funded by a Byrne State Crisis Intervention Program grant from the U.S. Department of Justice. The goal is to establish community-based violence interruption programs aimed at preventing future crime and promoting safety among youths charged with gun-related offenses.

Work Details

The selected applicant will provide the following Project Services: 1. Referrals and Intake: Accept referrals from UCS Judges and Resource Coordinators, conduct intake assessments for participants. 2. Program Services: A. Mentor Services: Recruit or partner with community organizations, pair participants with trained mentors, provide ongoing support and training for mentors. B. Therapeutic Services: Employ qualified behavioral health staff trained in trauma-informed care, address impacts of violence exposure through specialized support. C. Case Management and Wraparound Services: Provide individualized case management, make referrals in workforce development, employment/housing, life skills, and education areas. 3. Coordination with Court and Stakeholders: Coordinate case planning with court staff, engage with community service providers, provide feedback on participant progress. 4. Participant Engagement: Use evidence-based techniques to support attendance at appointments and court appearances, maintain communication to build trust. 5. Documentation and Data Management: Maintain records of participant interactions and outcomes, submit documentation as per program standards. 6. Program Administration: Assign a primary contact for coordination, ensure supervision of project staff.

Period of Performance

The contract will commence on August 1, 2026, and terminate on September 30, 2027.

The services will be performed in Queens County, New York.

Bidder Requirements

Proposals will only be considered from organizations that demonstrate capacity for youth-focused gun violence prevention programming. Organizations that have had contracts terminated for cause by New York State within the past five years are not eligible to apply.
