Engineering Study of Water Distribution System Primary Valves

Background

The City of Watervliet, NY, located in Albany County, is seeking proposals from qualified engineering firms to conduct a study and needs assessment for the valve system in its Municipal Water Distribution System. This initiative is funded through a planning grant from the New York State Office of Community Renewal. The municipal Water Supply System was constructed in 1918 and includes a dam and reservoir that pumps raw water to the Watervliet Filtration Plant, which then distributes treated water throughout the city. The focus of this study is on the 'Red Zone' area, which consists of primary arterial water main connectors linking the filtration plant to the distribution grid serving the entire city.

Work Details

The selected firm will provide professional engineering services aimed at identifying deficiencies and recommending upgrades to the water distribution infrastructure. The scope includes: - Reviewing valves and hydrants in the Red Zone Watervliet Distribution System area. - Identifying and documenting deficiencies and system needs for valves in this area. - Preparing a draft report for city review. - Providing valve and hydrant information formatted for upload to the Watervliet Water System GIS platforms. - Developing Standard Operating Procedures for preventative maintenance and regular inspections of valves, including an emergency response plan for critical repairs or replacements. - Estimating construction costs for proposed improvements. - Delivering a final report with three copies to the city, including one electronic PDF copy.

The draft report must be completed by March 31, 2027, with the final report due by April 30, 2027.

Bidder Requirements

Proposers must be licensed to practice professional engineering in New York State. There are specific goals for participation: Service-Disabled Veteran-Owned Business (SDVOB) goal of 5%, Minority Business Enterprise (MBE) goal of 15%, and Women Business Enterprise (WBE) goal of 15%. Additionally, bidders must comply with federal CDBG requirements regarding non-discrimination in employment.
