Repair and Renovation Project: Home-Based Child Care

Background

The New York State (NYS) Office of Children and Family Services (OCFS) is seeking to contract with a single entity to serve as the administrator and comprehensive technical assistance partner for the Repair and Renovation Project: Home-Based Child Care. This initiative aims to enhance the quality of home-based child care programs, which are crucial for children's development. The project addresses the financial challenges faced by these businesses in making necessary renovations and repairs, thereby supporting their operational capacity.

Work Details

The selected vendor will be responsible for developing and administering an infrastructure repair and renovation program for licensed/registered home-based child care businesses in New York State. Key responsibilities include: - Administering fund disbursement on behalf of NYS. - Enforcing eligibility requirements for payments to child care businesses. - Processing payments ensuring compliance with documentation requirements. - Overseeing project monitoring and providing technical assistance. - Collaborating with OCFS to develop program guidelines, application materials, outreach strategies, and conducting outreach to potential applicants. - Reviewing applications for completeness and eligibility, determining funding eligibility, and selecting participants based on defined criteria. - Providing technical assistance during project execution, including budget creation and contractor verification. - Conducting site visits to monitor project progress and compliance with funding requirements.

Period of Performance

The contract will commence on or about October 1, 2026, and will continue for a period of three years.

Place of Performance

The services will be performed throughout New York State.

Bidder Requirements

Bidders must meet specific qualifications including: - Registration to do business in New York State. - At least 3 years of experience in supporting home-based child care businesses. - Project management experience administering at least three repair projects valued at $25,000 or more each. - Experience in building partnerships with Community Development Financial Institutions (CDFIs) and contractors related to renovation projects. - Experience in managing secure systems for tracking funding applications and payments.
