Background

The City of Brownsville, Texas is seeking proposals from qualified consulting firms to conduct a citywide municipal code compliance field assessment. The goal is to evaluate observable conditions throughout the community and identify potential violations of the City’s municipal codes and ordinances. This assessment aims to provide an independent evaluation of current compliance conditions, identify recurring issues and geographic trends, and support data-driven decision-making regarding future enforcement priorities, resource allocation, and operational improvements.

Work Details

The selected consultant will perform a comprehensive citywide municipal code compliance field assessment that includes: - Conducting systematic on-the-ground observations across all areas of the City; - Documenting conditions using mobile data-collection tools; - Identifying property maintenance deficiencies, nuisance conditions, illegal dumping, overgrown lots, abandoned vehicles, hazardous structures, and other observable violations; - Analyzing geographic trends; - Compiling collected data into structured datasets; - Creating heat maps and spatial visualizations; - Preparing draft and final findings reports summarizing results and recommendations; - Delivering an executive presentation of findings to City leadership. The consultant will not have enforcement authority.

Period of Performance

The contract term will commence upon approval by the City Commission or its designee and is anticipated to last approximately 180 days from the Notice to Proceed.

Place of Performance

The services will be performed throughout the City of Brownsville, Texas.

Bidder Requirements

Proposers must demonstrate at least five years of relevant experience in municipal code enforcement or compliance consulting. They must complete at least three similar projects for local governments in the last five years, identify a qualified Project Manager or Lead Professional for the project, and show sufficient financial capacity. Proposers must also provide insurance coverage meeting specified requirements.
