DFCM Construction - VBS Consultant Services - Structural Plan Review

Background

The State of Utah - Division of Facilities Construction and Management (DFCM) is seeking qualified Contractors to provide Structural Plan Review services for statewide capital development and improvement projects. These projects are typically fast-tracked and may involve multiple bid packages and deferred submittal documents. The goal is to ensure compliance with structural standards and facilitate timely project completion.

Work Details

Contractors will provide structural plan review services, which include: - Employing at least one State of Utah licensed structural engineer with a minimum of 5 years of experience in structural plan review. - Performing reviews electronically using the DFCM Electronic Data Management System (EDMS) and Bluebeam platforms. - Reviewing plans uploaded by project design teams within 10 working days from assignment, including all deferred submittals. - Completing any required re-checks within 5 working days, with prior notification to the assigned Building Code Official if additional time is needed. - Submitting concise proposals that demonstrate qualifications, management plans, and past performance references.

Period of Performance

The contract duration is thirty-five (35) months starting from August 2026, with an option to extend for up to two additional years, ending on June 30, 2029.

Place of Performance

The services will be performed statewide across various locations in Utah as determined by DFCM.

Bidder Requirements

Contractors must submit a proposal that includes: - A signed DFCM Termination or Debarment Form certifying that neither the contractor nor its principals are debarred or suspended from soliciting work by any government agency. - A minimum of five performance references for contracts held in the past five years. - Proposals must comply with formatting requirements including a total page limit of 14 pages for specific sections.
