Background

The City of Champaign is issuing this Request for Proposals (RFP) to secure a Licensed Asbestos Inspection Company to conduct National Emission Standards for Hazardous Air Pollutants (NESHAP) Pre-Demolition asbestos inspections prior to the demolition of the Champaign Park Apartments complex. This complex, bounded by Kenwood Road, Springfield Avenue, and Country Fair Drive, consists of twelve 24-unit buildings and fifteen 12-unit buildings totaling 492 individual units. The buildings are three stories tall and have not undergone any previous asbestos inspections by the City.

Work Details

The selected contractor will be responsible for conducting comprehensive asbestos inspections in accordance with EPA regulations. Key tasks include: 1. Conducting a minimum of three samples from every homogenous area identified during the survey. 2. Following the 3-5-7 rule during sampling as per EPA guidelines. 3. Allowing destructive sampling since the homes will be demolished. 4. Providing digital photos with identifiers for each homogenous area along with a photo of the property. 5. Quantifying asbestos-containing materials and ensuring testing is done through an NVLAP approved laboratory. 6. Submitting two printed copies and one electronic copy of each report by August 28, 2026. 7. Completing a State of Illinois Demolition/Renovation/Asbestos Project Notification Form related to the inspection.

Period of Performance

The contract approval date is expected on July 7, 2026, with inspections scheduled to begin during the week of August 3, 2026. All reports are due by August 28, 2026.

Bidder Requirements
