Background

The Division of Forestry and Wildlife (DOFAW) of the State of Hawaii is seeking bids for the construction of an ungulate-proof fence at the Manukā Natural Area Reserve (NAR). This project aims to protect approximately 3,500 acres of watershed and unique native ecosystems, including rare and endangered species. The successful bidder will enter into a contract with the State of Hawaii to execute the fence installation projects under a Purchase Order (PO).

Work Details

The project involves constructing approximately 3.55 miles (19,000 linear feet) of fencing, which includes roughly 15,800 feet of new fence construction and 3,000 feet of replacement and updating existing fence. The work includes clearing the fence corridor, fabricating, and installing step-over and step-through gates. Specific tasks include: - Constructing new fences along designated segments: Sleepy Dozer Roadside (9,200 LF), Sleepy Dozer Backcountry (6,500 LF), Kapua Roadside Replacement (1,200 LF), Kapua Backcountry Replacement (2,100 LF). - Installing high tensile woven wire fencing with specific dimensions and materials as outlined in the specifications. - Providing necessary materials such as galvanized steel posts, gates, anchors, and fasteners. - Ensuring compliance with environmental protection measures during installation.

Period of Performance

The contract will be executed for a term of 12 months from the date on the Notice to Proceed. It may be extended for up to two additional 12-month periods upon mutual agreement.

Place of Performance

The work will be performed at the Manukā Natural Area Reserve on Hawaii Island.

Bidder Requirements

Bidders must possess a valid State Contractor's license (classification C-32 and/or A) and demonstrate experience in installing ungulate-proof fencing in remote areas with rough lava terrain. Bidders are required to provide bid security in accordance with HRS 103D-323 and HAR 3-122-222 before the offer due date. Additionally, proof of insurance covering liability and property damage is required.
