Background

The City of Council Bluffs Community Development is seeking bids for a Lead Hazard Reduction project at 1039 7th Avenue, Council Bluffs, IA 51501. The project aims to reduce lead hazards and promote healthy homes, funded by federal money. Contractors must ensure compliance with federal regulations and have active registrations on SAM.gov.

Work Details

The major items of work include lead hazard reduction and healthy homes improvements at the specified property. Specific tasks involve: - Abatement activities such as back-caulking and installing aluminum coil stock to create dust-tight seals on various exterior components including window frames, door casings, and porch elements. - Paint stabilization followed by applying two coats of high-quality exterior paint on specified surfaces. - Installation of hard-wired combination smoke detectors in designated areas of the home. - Cleaning and containment procedures to ensure the site passes clearance testing for lead contamination.

Period of Performance

The contract work is expected to commence within thirty (30) calendar days after issuance of the proceed order and must be completed within ten (10) calendar days thereafter.

Bidder Requirements

Contractors must be licensed and registered with the City of Council Bluffs and certified as Lead Abatement Contractors with the Iowa Department of Public Health. They are required to carry liability insurance coverage of at least $2 million per occurrence, workers' compensation insurance, employer's liability insurance, and auto liability insurance. Additionally, contractors must not be disbarred vendors on SAM.gov.
