Hillsborough County is seeking to procure the Cablecast VIO2 OMNI System and associated services. The work of this contract involves providing a comprehensive, unified platform that delivers: - Automation and playout for cable television channels - Live meeting broadcasting capabilities - Video-on-demand (VOD) publishing - Support for OTT (Over-the-Top) streaming applications - Mobile application integration - Government meeting transparency and archiving - Character generation and bulletin board services - Remote administration and monitoring - Cloud-based content delivery - Scalability for future needs without requiring core platform replacement The system must also provide an integrated hardware and software ecosystem, including: - Enterprise-grade broadcast server hardware - Integrated channel automation software - Scheduling and playlist management - VOD and OTT publishing - Live streaming and closed captioning workflows - Reporting and analytics - Remote, browser-based administration Hardware features required include: - Broadcast-grade server architecture - Redundant power supplies - RAID-protected and expandable storage - SDI ingest and playout - IP video workflow support - H.264 adaptive bitrate streaming

Background

Hillsborough County intends to acquire the Cablecast VIO2 OMNI System and Services as it is the only known solution that offers a fully unified environment for automation, live stream routing, scheduling, channel branding, on-demand content delivery, and seamless integration with the County's existing studio workflows. Cablecast uniquely provides integrated broadcast playout, file-based workflow automation, compatibility with current County systems, and customized applications for smart TVs, mobile devices, and tablets. No other known system combines all these capabilities into a single, cohesive platform that meets the County's operational requirements.

Contract Requirements

The solution must: - Simultaneously support cable channel automation, live broadcasting, VOD, OTT, mobile, transparency, character generation, remote management, cloud delivery, and future scalability - Provide an integrated hardware and software ecosystem as detailed above - Include specified hardware features such as redundant power, RAID storage, SDI/IP support, and adaptive bitrate streaming
