Background

George Mason University (GMU) is a public institution of higher education located in Virginia, known for its diverse and innovative academic programs. The university aims to establish contracts through competitive negotiations with qualified vendors for property management services. This RFP seeks to manage both commercial properties in Arlington, VA, and residential properties at the MasonVale complex in Fairfax, VA, as well as townhomes in Manassas, VA. The goal is to maintain high occupancy rates and ensure the properties are financially sound and well-maintained.

Work Details

The contract encompasses two scopes of work: (1) Residential Property Management Services for properties located in Fairfax and Manassas, (2) Commercial Property Management Services for commercial properties in Arlington. The services include full-service property management such as facility management, residential leasing, collection of rents and fees, accounting functions including utility payments, emergency maintenance coordination, supervision of on-site personnel, snow removal, budgeting, and space planning. Offerors must provide detailed proposals indicating which scope(s) they are bidding on and demonstrate their capabilities for each.

Period of Performance

The contract will be effective for two years from the start date with four successive two-year renewal options available.

Place of Performance

The services will be performed at various locations including commercial properties in Arlington, VA; residential properties at MasonVale in Fairfax, VA; and townhomes in Manassas, VA.

Bidder Requirements

Offerors must comply with SWaM certification requirements if applicable. They are required to submit a Small Business Subcontracting Plan with their proposal. Additionally, all proposals must be submitted electronically via George Mason's Bonfire portal by the specified deadline.
