Summary

To all Potential/Interested Suppliers, Brookhaven Science Associates, LLC (herein known as BSA ), operator of Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE), is seeking expressions of interest from firms regarding (542) EIC ESR D1-D3 Dipole Magnets and (195) EIC ESR D2 Dipole Magnets as outlined in the following attachments: Attachment A- Statement of Work for the Electron Storage Ring D1/D3 Dipole Magnets (Doc. No. EIC-MSG-SOW-017), dated February 4, 2026. Attachment B- Statement of Work for the ESR D2 Dipole Magnets (Doc. No. EIC-MSG-SOW-018), dated February 4, 2026 Attachment C- Technical Specification for the ESR D1/D3 Dipole Magnets (Doc. No. EIC-MSG-SPC-008), dated February 4, 2026. Attachment D- Technical Specification for the ESR D2 Dipole Magnets (Doc. No. EIC-MSG-SPC-009), dated February 4, 2026.

Attachment E- BNL-QA-101 Revision 4/2025

Attachment F- D1-D3 Technical Drawings Available (currently drawings are being approved, will be included in competitive solicitation). Attachment G- D2 Technical Drawings Available (currently drawings are being approved, will be included in competitive solicitation). Please note that this is an RFI/Sources Sought notice, not a Request for Proposal, and no solicitation exists at this time. This RFI is for informational and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information received. The information from this notice will help the Department of Energy (DOE) Office of Basic Energy Sciences (BES) survey available resources. The Electron Ion Collider (EIC) is a Nuclear Physics Facility that will create intense beams of relativistic energy electrons and ions in opposing particle storage rings that will be brought into collision in a large experimental detector. This will provide insight into the internal structure of protons and neutrons and the gluelike force that holds them together. Please provide the following information: - Does your company have the capabilities and past experience in producing Dipole Magnets as outlined within the past 5 years? 2. Does your company have the capacity to support all magnets (both D1/D3 and D2)? 3.Can your company support our schedule based on the capacity requirements? 4. Does your company have key staff and engineers to provide a detailed design and program plan as outlined in the D1-D3 and D2 Dipole Magnets? 5. Does your company have manufacturing, assembly, testing capabilities and available resources to meet the proposed schedule restraints? How does our future annual requirements compare to your past throughput the last ~3-5 years? 6.Pertaining to the GFE production steel, provide an estimated scrap yield percentage? 7. What is the minimum order quantity? 8. What are the lead times? 9. What is the period validity of your proposal? Is there a concern with holding pricing because of the time between the procurement of the D1/D3 and D2 magnets ? 10. Would a change in quantities drive significant pricing and lead time changes? 11. Does your company have manufacturing capabilities in the US? We are open to all information you can and care to provide at this point. Please provide responses to BSA no later than June 29, 2026. BSA prefers electronic submissions of submittals. Electronic submissions will be accepted by the following method: - - Email submissions should express your interest and describe your capabilities related to delivering this product. Emails shall be sent to Cindy Blanchard, cblanchar@bnl.gov with the BSA RFI 000538-000539-CAB in the Subject Line. We trust that the information contained herein is sufficient to permit your company to prepare a submittal outlining: - your capabilities - estimated lead times - compliance matrix listed in Section 1 Table - budgetary pricing listed in Section 2 Table - Any exceptions you take to BSA General Terms and Conditions for Noncommercial Items (see Attachment H below) Attachment H- BSA General Terms and Conditions for Noncommercial Items, Rev. 24.0; (April, 2026) However, should you have any questions, please contact the undersigned. Sincerely,

Summary (Newest Update)

Background Brookhaven Science Associates, LLC (BSA) operates Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE). The goal of this contract is to procure Electron Storage Ring (ESR) D1-D3 and D2 Dipole Magnets for the Electron-Ion Collider (EIC), a Nuclear Physics facility that will create intense beams of relativistic energy electrons and ions in opposing particle storage rings. This facility aims to provide insights into the internal structure of protons and neutrons and the forces that hold them together. Work Details The contract involves the production of 542 EIC ESR D1-D3 Dipole Magnets and 195 EIC ESR D2 Dipole Magnets. Specific requirements include: - **D1-D3 Dipole Magnets**: 542 units as per Attachment A and C specifications. - **D2 Dipole Magnets**: 195 units as per Attachment B and D specifications. - The magnets must be fabricated with high-quality laminated steel to ensure minimal differences in magnetic field strength across units. - The contractor is responsible for designing, manufacturing, inspecting, testing, and delivering these magnets according to detailed engineering requirements outlined in the Statement of Work. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance The work will be performed at Brookhaven National Laboratory located in Upton, New York. Bidder Requirements Bidders must demonstrate capabilities in producing dipole magnets within the last five years, have manufacturing capabilities in the U.S., and provide key staff for design and program planning. They must also comply with quality assurance requirements as outlined in BNL-QA-101 Revision 4/2025. Additionally, bidders should provide information on their capacity to support both D1/D3 and D2 magnets, including lead times, minimum order quantities, and any concerns regarding pricing validity due to procurement timelines.
