Summary: Background The U.S. Coast Guard Academy is seeking a contractor to perform lead dust cleaning and lead wipe testing at Quarters 2, located at 2 Seneca Drive. This requirement is essential to ensure the home meets EPA standards prior to new occupants moving in. The goal of the contract is to achieve compliance with federal and state regulations regarding lead safety, ensuring a safe living environment for future residents. Work Details The contractor must complete lead dust cleaning of all window wells, windowsills, hardwood floors, carpet, front porch, tile in bathrooms and kitchen, basement floor, basement windows, basement windowsills, garage floor, and HEPA vacuuming of any reachable outside window ledge areas that have debris. During the cleaning process, all carpet must be covered with 6-mil plastic to prevent damage. After cleaning each floor, the carpet will be HEPA vacuumed before moving on to the next floor. A third-party lead wipe test must be conducted post-cleaning on specified samples: 1 window well, 1 windowsill, and 1 floor sample per room. All work must comply with HUD and EPA regulations as well as Connecticut state regulations regarding lead safety. The acceptable limits for clearance testing are set at 5 micrograms per square foot for floors, 100 micrograms per square foot for window wells, and 40 micrograms per square foot for windowsills. Period of Performance The work is scheduled to take place from June 18 to June 25, 2026. However, these dates may be adjusted based on the solicitation closeout timeline. Place of Performance Quarters 2 at the U.S. Coast Guard Academy located at 2 Seneca Drive. Bidder Requirements Bidders must possess a Connecticut issued Lead Abatement Contractor License and a CT Certified Lead Inspector License. They are required to provide a Safe for Occupancy Letter from the Lead Inspector upon completion of work. Additionally, bidders must have REAL ID for access to the U.S. Coast Guard Academy. This opportunity is a Small Business Set Aside - Total (SBA).
