Summary: Background The 436th Contracting Squadron is issuing a direct award to Rapiscan Systems Inc. for the Z-Portal Maintenance requirement at Dover Air Force Base (DAFB). The goal of this contract is to procure maintenance services for a vehicle and cargo x-ray inspection system that ensures the detection of potentially dangerous materials or illegal items at the Commercial Vehicle Inspection Gate. This aligns with the agency's mission to maintain security and safety at military installations. Work Details The Contractor will provide all necessary supervision, labor, transportation, equipment, and materials to maintain the vehicle and cargo x-ray inspection system. Key tasks include: - Performing preventative and as-needed maintenance; - Training government personnel on system operation and anomaly identification; - Ensuring system reliability under various environmental conditions; - Providing multi-view imaging capabilities for various vehicle types; - Maintaining safety standards in accordance with ANSI N43.17; - Ensuring ease of operation for government operators; and - Providing timely responses to service calls. The system must be capable of scanning vehicles at a minimum rate of 120 cars per hour or 80 trucks per hour, while also allowing drivers to remain in their vehicles during scans. The Contractor is responsible for maintaining compliance with radiation safety standards and ensuring that all operations are conducted in English. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Dover Air Force Base (DAFB), Delaware. Bidder Requirements Bidders must have experience in maintaining x-ray inspection systems, possess necessary security clearances, and ensure that personnel have access to Privacy Information as per the Privacy Act. Contractors must comply with all security requirements outlined by Dover AFB, including background checks for employees. Additionally, contractors must provide qualified trainers on-site within three months after the option period is exercised. Incumbent Analysis (see Incumbents section for more detail) The prior contract FA449721C0017 awarded to Rapiscan Systems for purchase and installation of the Z-Portal system and option year maintenance (valued at $2,732,763, 09/21/21–08/21/26) indicates a confirmed incumbent with direct responsibility for the same Z-Portal equipment. The current “DAFB Z-Portal Maintenance” requirement similarly focuses on maintaining the vehicle and cargo x-ray inspection system at Dover AFB, including preventative/as-needed maintenance and ongoing support to keep the portal operational. This appears to be a continuation of the existing maintenance effort tied to the installed Z-Portal system.
