Background

The contract is issued by Broward County's Solid Waste and Recycling Services (SWRS) Division, aimed at providing emergency disaster debris clearing and removal services following a declaration of a state of emergency. The goal is to ensure efficient and compliant handling of debris in accordance with FEMA regulations.

Work Details

The contractor will provide all labor, materials, equipment, services, and incidentals necessary for the clearing and removal of disaster debris. This includes: 1. Road Clearing/Cut and Toss Operations to make roadways passable; 2. Debris Removal from Canal Rights-of-Way; 3. Removal of Debris within Broward Municipal Services District; 4. Removal of Debris from County Roadways and Improved Public Property; 5. Removal and Final Disposal of Special Debris (including hazardous waste). The contractor must also restore affected areas, manage staging areas, ensure compliance with safety regulations, and maintain communication with the County's Debris Monitor.

Period of Performance

The contract will be performed as needed during declared disaster events, with specific timelines for mobilization set at 50% of resources within 48 hours and full mobilization within 96 hours after notification.

Place of Performance

Services will be performed within the legal boundaries of Broward County, including public streets, roads, improved public property, canal rights-of-way, and designated disposal sites.

Bidder Requirements

Contractors must comply with FEMA-compliant procurement processes and provide proof of insurance as specified in the Minimum Insurance Requirements Form. They must also have valid registrations for all vehicles used in the operation.
