Water Rescue Equipment and Supplies, Personal Water Protective Gear and Flotation Devices

Background

The Iowa Department of Administrative Services is seeking eligible bidders to provide Water Rescue Equipment and Supplies, Personal Water Protective Gear, and Flotation Devices for use in marine law enforcement, water training, and rescue events. The resulting contracts will be available to all State Agencies and Political Subdivisions. This solicitation aims to ensure that the Lead Agency has access to competitive information for the selection process, with the possibility of awarding contracts to multiple bidders.

Work Details

The contract includes the supply of various water rescue equipment and personal flotation devices as follows: - Inflatable Personal Flotation Device (PFD) – 125 units - High-Buoyancy Inherently-Buoyant PFD – 10 units - Kayak-Style Inherently-Buoyant PFD – 125 units - Float Coat/Bomber Jacket PFD – 100 units - Flotation Bibs – 12 units - Ice-Rescue Suits – 3 units - Emergency Throw-bags – 25 units. All items must meet specific requirements including USCG ratings, compatibility with law enforcement gear, and color specifications (Black or Green for most items; Bright Yellow or Bright Orange for Ice-Rescue Suits and Emergency Throw-bags).

Period of Performance

The contract term will begin on July 28, 2026, and end on July 27, 2027. The agency has the option to renew the contract for up to five annual extensions.

Place of Performance

The contract will be performed within the State of Iowa, specifically for use by state agencies and political subdivisions.

Bidder Requirements

Bidders must provide samples of items upon request at no charge for testing purposes. They are required to have no minimum order quantities or total order amounts from agencies. Bidders must guarantee that all products are free of defects and meet specified quality standards. Additionally, they must respond to inquiries within twenty-four hours and notify agencies about backorders within the same timeframe.
