Investment Management Services

Background

The City of Cincinnati, Ohio, is issuing this Request for Proposals (RFP265X901175) for Investment Management Services. The Department of Finance - Treasury is responsible for managing the City's investment portfolio, which as of December 31, 2025, included approximately $900 million in assets. The City Treasurer oversees these funds and seeks to engage a qualified Offeror to assist in managing a portion of the City's fixed income portfolio. The goal is to ensure effective investment management consistent with the City’s Investment Policy and relevant Ohio Revised Code provisions.

Work Details

The Offeror will provide the following services: 1) Manage a separate investment portfolio of up to $300 million from the City’s general investment portfolio, with potential increases as current investments mature. 2) Provide investment consulting services to the City Treasurer, who will retain responsibility for managing the remainder of the city’s investment portfolio. 3) Collaborate with the City’s Investment Consultant to maintain specific targets and goals. Additional responsibilities include reviewing and proposing changes to the City’s Investment Policy, assisting in developing a prudent diversification strategy, and presenting reports on portfolio performance and economic conditions quarterly.

Period of Performance

The initial term of this professional service contract is three years, with two optional one-year renewals.

Services will be performed in Cincinnati, Ohio.

Bidder Requirements

Organizations interested in submitting proposals must have an Assets Under Management (AUM) exceeding $10 billion. Additionally, bidders must comply with Equal Employment Opportunity regulations and may need to submit a DEI 147 form regarding their employment practices. Contractors must also be registered under Vendor Self Service (VSS) at the time of award.
