Climate Policy Modeling

Background

The Colorado Energy Office (CEO) is issuing this Documented Quote (DQ) for Climate Policy Modeling to identify a qualified Respondent to provide expert technical assistance in modeling greenhouse gas emissions reductions associated with state-level policy actions. The goal is to support the State’s efforts in investigating climate actions and understanding the potential impacts of similar policies implemented in other jurisdictions.

Work Details

The awarded Respondent will perform the following tasks:

1) Emission Reduction Modeling

Support State staff in modeling emission reductions using the Colorado Energy Policy Simulator, including outputs of policy actions.

2) Policy Action Research

Research potential policy actions, summarize findings in memos, and provide information on design options linked to emission reduction scenarios.

3) Administrative Tasks

Provide monthly reports, participate in bi-weekly calls, and submit invoices for services completed. Deliverables include outputs from the EPS model, research memos, monthly activity reports, and invoices.

Period of Performance

The anticipated term of the Purchase Order is expected to begin upon issuance and is not expected to go beyond November 20, 2027.

Place of Performance

The contract will be performed within the State of Colorado.

Bidder Requirements

Respondents must demonstrate at least 10 years of relevant experience in Colorado with existing models for measuring greenhouse gas emissions. Highly desired qualifications include experience with the Energy Policy Simulator. Compliance with accessibility standards and insurance requirements is mandatory. Additionally, any use of Artificial Intelligence must align with CEO policies.
