Background

The Office of Sexually Transmitted Infection (STI) / Human Immunodeficiency Virus (HIV) / Viral Hepatitis (VH) is part of the Colorado Department of Public Health and Environment (CDPHE). Its mission is to enhance health equity, physical and behavioral health, and safety for all individuals in Colorado. This contract aims to provide testing services for patients at risk of STIs and/or HIV across Colorado, thereby increasing access to necessary health services.

Work Details

The contractor will provide laboratory testing services for Chlamydia, Gonorrhea, Syphilis, and HIV on specimens sent by designated partners throughout Colorado. The anticipated annual testing volume includes: - 14,235 for Chlamydia and RPR/Titers TPPA - 4,175 for Gonorrhea Aptima - 1,275 for HIV Antibody/Antigen Combo 2 assay - 100 for HIV Differential tests - 25 for other specified tests. Services include providing collection supplies to partners, courier services at no cost, maintaining a web-based portal accessible by CDPHE and partners, and offering on-site STI/HIV testing in various regions of Colorado. Test results must be submitted electronically within 72 hours from specimen receipt. The contractor must also provide technical assistance to designated partners regarding specimen collection procedures and test ordering.

Period of Performance

The contract will commence on July 15, 2026, and will run until June 30, 2027. There is an option for renewal up to three additional one-year periods based on funding availability and vendor performance.

Place of Performance

The services will be performed throughout the State of Colorado at various designated partner locations.

Bidder Requirements

Bidders must have a minimum of three years' experience in high-volume STI laboratory testing and demonstrate capacity to process high-volume specimen submissions statewide. They must support Electronic Laboratory Reporting (ELR), comply with HIPAA regulations regarding protected health information, maintain a current Clinical Laboratory Improvement Amendments (CLIA) certification for high-complexity testing, and have accreditation from the College of American Pathologists or an equivalent body. Bidders must also provide appropriate volumes of collection supplies as part of the total cost per test.
