Background The VA Connecticut Healthcare System requires annual Fuel Quality Testing and Fuel Polishing services for seven Above Ground Storage Tanks (AST) and one Underground Storage Tank (UST) at the West Haven VA Medical Center, as well as three USTs at the Newington VA Medical Center. This contract aims to ensure that fuel storage meets performance, safety, and environmental compliance standards. Work Details The contractor shall provide all necessary trained personnel, labor, materials, equipment, personal protective equipment (PPE), tools, supervision, and transportation of testing samples to complete the required services. The scope includes: 1. Annual Fuel Testing and Bi-Annual Fuel Filtering in accordance with NFPA 110 Standard for Emergency and Standby Power Systems and ASTM D975 Standard Specification for Diesel Fuel. 2. Coordination of all work with the VA Contracting Officer's Representative (COR). 3. Compliance with Lock Out Tag Out (LOTO) procedures and Confined Space Entry protocols. 4. Submission of waste manifests within 30 days post-maintenance activities. 5. Collection of a minimum of three fuel samples from various points in the fuel distribution system for representative testing per ASTM D975 Standards. 6. Visual inspections of fuel clarity, color, and presence of particulates or water, along with chemical analysis using Coupled Plasma (ICP). Reports must include chain of custody documentation for traceability. Period of Performance Base contract period from February 1, 2026 to January 31, 2027, with four optional annual extensions.
